The portal is having issues getting an authentication token. The experience rendered may be degraded.

Error details: AADSTS50020: User account '{EmailHidden}' from identity provider 'live.com' does not exist in tenant 'Microsoft Services' and cannot access the application 'c44b4083-3bb0-49c1-b47d-974e53cbdf3c'(Azure Portal) in that tenant. The account needs to be added as an external user in the tenant first. Sign out and sign in again with a different Azure Active Directory user account.

    It appears that you're logging into to 'Tenant B' with a username from 'Tenant A'.
    So the Tenant is requesting authentication of your username from Tenant B.
    And Tenant B is saying it doesn't know who you are based on your username/password provided.

    So I'd first suggest going back to Tenant A and verifying that the username/password you're using works.
    If it doesn't I'd ask the global admin from Tenant B to delete and re-add your user account.
