web push in edge - 406 error

Hi,
we have a basic web-push for user to get informed with new news-articles.

Since a few weeks we can't push most of these messages to Edge users because the server answers with a "406 Not Acceptable" and a "Retry-After: 900".
Waiting for 900 seconds and sending again does not help.

I've found some other threads here that we should reduce our sending rate - ok.
Problem is we are already sending a minimal amount of messages because we only have about 4 Edge Users in Total. So on a busy we might send 40 pushes over 24 hours ... however it seems like we are getting blocked after about 5 messages.
So ... more than 5 message/24h to all users of your service is too much for Microsoft?

We also tried sending from a totally different IP to check if our ISP (Telekom) is blocked. But either that's not the case or our cloud hoster (Hetzner) is also blocked.

Do we need to register somewhere to get any kind of 'approval'?
