If you navigate to https://learn.microsoft.com/en-us/azure/active-directory/enterprise-users/licensing-service-plan-reference you can scroll down to the Exchange plans under Enterprise Mobility + Security G5 GCC:
You can also use CTRL+F and type the work EXCHANGE and search the page for all the plans that include it.

Our team is developing software that interacts fetches events from the outlook calendar. If an organization uses our product we want to get only the users in that organization that have a valid exchange license (otherwise if we try to fetch events for a user without an exchange license we will get an error).
If we use https://learn.microsoft.com/en-us/graph/api/user-list-licensedetails?view=graph-rest-1.0&tabs=http, we can get the license a user has, I just want to know what plans will indicate that a user has a valid exchange license
