While creating New-CsApplicationAccessPolicy I am getting below error and I can't disable MFA in my organization

Is there any way to create csapplicationaccesspolicy from azure portal or office365 admin center because in my graph api I am using Application Permissions for creating online meetings so I need to create access policy.
