How can I use the Safari Web Inspector on Outlook for Mac?

I've followed the instructions from the article Debugging with Safari Web Inspector on a Mac but my outlook app does not display the Inspect element.

The article states that:

To be able to debug Office Add-ins on Mac, you must have Mac OS High Sierra AND Mac Office version 16.9.1 (build 18012504) or later. If you don't have an Office Mac build, you can get one by joining the Microsoft 365 developer program.

Interestingly, my Outlook for Mac version says v16.63. I'm a bit surprised by that because I downloaded the app recently, while the v16.9.1 of Office is from over 4 years ago.

When clicking through the link in the docs to the Microsoft 365 developer program, I don't see any reference about downloading the latest office build. I also think I'm already part of that program.
