Terminal Server background screen - how to set to black screen

I know I've seen this before but now I can't find anything that works. I'm trying to set a registry entry in a TS GPO and it just doesn't want to push down. Either that or need more settings.
Here is what I have currently

    1. Run gpresult /h report.html on the clients to check whether the GPO has been applied successfully
    2. Please also check the following registry key
      HKEY_CURRENT_USER\Control Panel\Desktop\WallPaper REG_SZ empty value
      HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Wallpapers\BackgroundType REG_DWORD 0x1 (1)

    3. You might just use Group policy to manage wallpaper: windows-server-2016-changing-the-desktop-background-using-group-policy
