Cannot add achievements to my game

Question

The documentation for adding achievements is either outdated, or my account is missing some access:

It says there should be an Achievements selection under Xbox Services, but I do not see one for my account+game. I have applied for the creator's program to give access to ID@alfonso1999 , so I thought that would fix it. Is there some other access I am missing?
