Hello,

I purchased a Windows server 2019 Essential edition with 25 users CAL. I have 200 users in my compagny. Can I only create 25 users in my Active Directory or I can create unlimited users but only 25 will be able to connect on my server ?

    You can only have 25 user accounts, if you create more (even if not used) this will trigger a licensing violation.
