I have 2 windows 10 machines in which I'm performing 'Disable device' of USB eXtensible Host controller.
In one machine I see immediate effect, device gets disabled and other machine needs to be restarted to take effect.
My question is why is it 2 machines are behaving differently and is there any way we can 'Disable device' without PC restart?
May be some differences in the firmware, hardware or drivers.

I'd check the pc's firmware, chipset and drivers are up to date.

if the reply is helpful--@Dave Patrick Tried to Update the USB controller driver but no luck! By any chance can user gets permission so that PowerCycle is not required? OR any services that is accessing this controller which we can stop for time being?
You may have to ask the driver or hardware developers. I've found at times we can simply ignore the prompt for reboot.
