conditional access policies fails in creation

running into an issue where a conditional policy fails to be created in a GCC High Tenant that I manage. Some backgroun : I have plenty of other Conditional access policies that I have created and manage. during this process of failing to create a new policy, I have create a test policy with different settings that did not have any issues being created. for some reason, this particular policy continues to have issues.

The error I get reads:

Failed to create '[name of CA Policy]'. Something went wrong, please try again later.

I have attempted to make this policy over a couple of days so I know its not time related.

The settings of the policy are as follows:

All users included and specified users (a global admin) excluded.

All cloud apps included and 6 apps excluded (Office 365 Exchange Online, Office 365 SharePoint Online, Skype for Business Online, Micrsofot Planner , Microsoft Stream, Microsoft Teams)

Conditions : Device platforms - Android, iOS, Windows Phone

Grant: Block Access

what is causing this conditional access policy to fail?

    Hi @Tony Tippetts

    I just tried creating the same policy and it worked. It seems like it may be isolated to your tenant.

    I would recommend raising an Azure technical support ticket at with the following categories:
