Hi,
I have an shared mailbox (Called Mailbox 01) which is receiving message which are sent to Mailbox 2.
I have check the forwarding settings on Mailbox 2 and I dont see anything which will be forwarding message to mailbox 1.
How do I track how these message are being delivery to mailbox 1 if they are not sent to mailbox 1 but they are sent to mailbox 2
From address is external and internal and TO address is mailbox 2 but for some reason its keep ending all of the message to mailbox 1

First please check the inbox rules of mailbox2. You could use Get-InboxRule. get-inboxrule
Check the mail flow rules again, is the recipient address correct? Do you redirect mail?
Additionally, You could track messages in Exchange Online through EAC. With message trace, you can determine whether a targeted email message was received, rejected, deferred, or delivered by the service.trace-an-email-message
You could also track messages in Exchange Online through PowerShell.

I run Get-InboxRule -Mailbox "mailbox2@keyman .co.uk" no result found
On-prim and exchange online I dont see any mail flow rules for mailbox 1 or mailbox 2
When I run message trace and put mainbox 2 into Senders field i dont see any email send to mailbox 1 from this address.
When I run message trace and put mailbox 2 into Recipients field, I do see the message in the mailbox 1 but message trace is not showing them as being forward or send to mailbox 1
So its not all of the message are being delivery in mailbox 1 which are send to mailbox 2, its only the payroll messages are being delivery to mailbox 1

Sorry for the late reply.
Based on your description, have you configured a journal rule? Because only your payroll message is delivered to mailbox 1, if you configure a journal rule for a payroll message, the message may be delivered to mailbox 1.
You can check this configuration and see if there is an issue.
