return 403 error when I try to add members by api

Hi
I tried to add members to a role-assignable group refer to https://learn.microsoft.com/en-us/graph/api/group-post-members?view=graph-rest-1.0&tabs=http
But it return 403 error.
What should I do?
my permissions here.
