Configuring SSO

I'm running into an issue configuring SSO with Azure. I getting the following message when I tried to Enable the Identity Service.

External IDP Service
External IDP can only be defined for your own brands.
No data

I am attempting to brand and use SSO to sign on to the White Label marketplace.

I'm not sure what I'm missing, but please advise. Thank you!
