I understand that you are trying to migrate from vWAN to the Azure VPN gateway.
I am afraid that this requires manual configuration only.
- You can create a new Hub Virtual Network with a VPN gateway in it.
- Establish all the S2S/P2S Connections
- Then remove the Vnet connection from vWAN and peer the spoke Vnets to this VPN Gateway VNet with "Use Remote Gateway/Route Server" enabled.
- The last step would require downtime.
