To clarify this issue, we appreciate your help to collect some information:
- Which platform of these devices? iOS/iPadOS?
- What did you mean "I can only see user groups no device groups"?
If the device is not enrolled to intune, when we configure device categories and create Azure AD groups, it is needed to select a category during device enrollment.
If the device is already enrolled to intune, we will be asked to select a category the next time we're in the Company Portal app.

Based on my understanding, configuration profiles can be deployed to device groups. We can create a device group, add the target devices in this device group manually and assign this configuration profile to this device group.
