From where did you get SQLNCLIRDA11? I suspect that there has been an accident, and that should be SQLNCL11 instead. SQLNCLI11 is an OLE DB provider for connecting to SQL Server. I've never heard of SQLNCLIIRDA11.

Or edit that Data connection, it looks suspicious.
(For the record, I don't understand much of that part in black. I'm an SQL Server person, and Visual Studio makes my head spin.)

When you create new project VS2022, Console, FW4.8.1 and define ConnectionString with setting, you get this string:
Provider=SQLNCLIRDA11;Data Source=ABC01;Integrated Security=SSPI;Initial Catalog=XxGovx

2023-07-18T20:34:25.0433333+00:00 So here are some titbits. When I search on Google for SQLNCLiRDA11 I get 472 hits, which is a very meagre result. And the top hit is this very thread.
When I search on "SQL Server Native Client 11.0 RDA", the number of hits is 5740 hits, still a very low number. And in no case, there is any reference to any official manual or download page. The top hit is https://stackoverflow.com/questions/39440008/differences-between-drivers-for-odbc-drivers which is a general question but it actually sheds light on what creature this is. Or rather was. Apparently, it was a driver for SQL Server Compact Edition, which is dead and gone now.
