Exchange 2016 permissions

Hello,
I have a question related to the permissions of exchange 2016.
I have 2 databases. One for Italian users and one for French users.
If it were possible I would like to make sure that an user can only manage the db of French users (create, delete, reset the password, spam filter, etc.) while not being able to do anything on the users of the db of Italian users.
In practice, a user must have organization management privileges only on the db of French users so that he cannot do any activity on the db of Italian users.
It's possible?

    Make sure your current account has the permission to manage the database: Mailbox database permissions
