Can't get a verification form to work to reaccess my hotmail account

Question

Have been locked out of my email all day because the account won't accept any of my options for " identity verification" have filled out every form I can find. Customer service sent me this link but couldn't help me. My backup email account on my account is not accessible so I have been completely locked out.
