How do I purchase PSTN calling plans

I'm looking for to add calling plan to users. The customer previously bought the Teams Phone system, and now he need to add calling plan, but on the services add-on they don't appears.

The following steps show the process to purchase calling plans:

1. You must first purchase a Phone System add-on license. To do that, sign in to the Microsoft 365 admin center and choose Billing> Purchase services > Add-on subscriptions > Buy now.
2. After you buy Phone System licenses, you can buy the Calling Plan by sign in to the Microsoft 365 admin center and choose Billing > Purchase services > Add-on subscriptions, and then selecting Buy now. You'll see the Calling Plans there.

If you want to add a capability, buy one add-on license for each user who will use it. For more details about Microsoft Teams add-on licenses, you could refer to this link’s table.
