Two external domains were already added in org sharing tab o365 months before.
Example contoso1, contoso2
user can see calendar from contoso 1 domain'users and can search users in gal.
user can not see contoso2 users in gal.

As far as I know, creating an organizational relationship can only share calendar information with external business partners, not share the GAL with each other.

I wonder if there are contoso1’s contacts created in your organization ? This might be the reason why contoso1’s users can be searched.
Please try to search contoso1 users in GAL again after cancel organization relationship with contoso1 to see if there are any changes.

You should add those external domains through Organization Sharing.
