You can configure logging on to a VM with an Azure AD account, which will then allow you use MFA through Azure AD. See here
MFA / 2 step verification for VM's in Azure
Is it possible to easily implement MFA/ two step verification in Azure for VMs (servers)? I know it's quite easy with the virtual desktop environment (VDI) but can't find much on VMs.
New to Azure so just getting my feet wet.

Yes it is possible you will need to configure Conditional Access policies to require multifactor authentication (MFA) and other signals, such as user sign-in risk, before you can RDP into Windows VMs.
