Drawing Border Set Up for Process Diagrams

Question

Can someone assist by providing basic Visio settings tips on set up of graphics inside a constructed rectangular drawing frame / border.

Specifics

1. Standard inch-based drawing border sheet sizes are used.
2. While these are not strictly scaled. The industry generally scale standard is set to 1:2.
   In other words, a 22" x 34" full size sheets scaled by half to 11" x 17" (strange that way).

Goal
To establish a template or two for the purpose of generating chemical engineering process diagrams (aka P&IDs and PFDs).
