Making Custom Border Non-Selectable When Adding Symbols

Question

I am a beginning user.

The problem: When attempting to insert Visio content inside a drawing border frame (converted to Visio objects using a 3rd party PDF to Visio converter app) contents snap to /placed onto the highlighted drawing border instead of being placed inside this drawing border.

The question: How do I set a drawing border not be snapped to / highlighted when adding MS Visio content, etc.?

The task: To set up a template for our process engineers to generate process diagrams from the Visio process symbols library for generating sketches of P&ID's and PFD's. If this issue can be resolved, it will be easier to drawing in Visio than via CAD application.

You can press F9 to unpascing to the shape.

A common way to do this is to put the border on a background page.
