Windows 11 runs starts standard apps in background by mistake

I have an app developed in VS2022 using the VS Installer project to generate the msi file. The app installs on Win 10 & 11. It runs fine on the Win 10 machines, but Win 11 machines start the app in background. Anyone else seen this?

2022-08-24T20:22:30.977+00:00 Please provide more information on the problem. Specifically you mention an installer project but don't actually clarify how you're starting the app: task bar, Windows run, double clicking in Explorer, auto-started by Windows, etc.
If you're auto-starting the app then bear in mind that it is only the foreground app until another app starts. Startup order in Windows is not defined.
A recording of the behavior might be nice.

After installing the app on another Win 11 system and having it work correctly, I found the issue was with the Win 11 settings on the original system. The app uses the device location and the original system had the location settings completely turned off. Once I changes the settings to allow the app to access the system location, it worked as designed.
