Ways to allow windows print to pdf with print spooler disabled

Hi,

Our team is trying to block printing abilities on certain windows laptops by disabling printer spooler service. We figured that windows print to pdf will be disabled as well because it's using a virtual printer.

Is there way we can block printing while still be able to use print to pdf? Any help would be appreciated!

There are some ways that allow you to covert your file into PDF but not use windows print to pdf. There is no way to use windows print to pdf with print spooler disabled.

1. For Office, such as word and excel, you can save the files directly as PDF.
2. Upload to third-party website PDF converters. But there will be potential risk to give your information to an untrusted third party.

So, if you would like to use windows print to pdf but block printing, we suggest that you could set printer security properties to prevent specific users from accessing the printers.
