I'm trying to create a new organization relationship in Exchange Online for calendar sharing, but it keeps freezing. I've let it sit at this screen for over 30 minutes. I've tried a couple of different domains and the same thing happens each time.
Any idea what's causing it to hang and how to fix it?

Seems to work fine here. The process might be a bit slow, as it forces a domain lookup (Get-FederationInformation), which can take minutes in some cases. PowerShell works fine and is much faster, what do you mean by "also doesn't add the other organization's M365 tenant information, like the GUI does."?
You are correct about the cause of the problem. I didn't realize the GUI was running Get-FederationInformation in the background. Very large organizations with many email domains will take a long time for this process.
However, if you run Add-OrganizationRelationship in PowerShell with just a single domain, it won't execute Get-FederationInformation, and it will only add the one email domain. You need to run Get-FederationInformation first, saving the results in a variable. Then use that variable to supply parameter values for Add-OrganizationRelationship. If you do it this way, it takes just as long as the GUI, but it is much clearer about why it takes so long.
