New organization relationship dialog box frozen

I'm trying to create a new organization relationship in Exchange Online for calendar sharing, but it keeps freezing. I've let it sit at this screen for over 30 minutes. I've tried a couple of different domains and the same thing happens each time.

Any idea what's causing it to hang and how to fix it?

However, I can create the relationship from PowerShell with no delays. Unfortunately, that also doesn't add the other organization's M365 tenant information, like the GUI does.

Seems to work fine here. The process might be a bit slow, as it forces a domain lookup (Get-FederationInformation), which can take minutes in some cases. PowerShell works fine and is much faster, what do you mean by "also doesn't add the other organization's M365 tenant information, like the GUI does."?
