I understand that you would like to know where the IP 104.44.16.145(be-9-0.ibr02.pnq01.ntwk.msn.net) is physically located.
The reason you are not able to see this IP/FQDN in Azure service tags is that it's technically not a part of Azure.
It's a part of Microsoft's backbone network.
Microsoft has certain services that are not dependent on Azure. For example, O365.
The IP should belong to one of the Routers we use for forwarding the packets.
Now, your observation is correct.
- PNQ naming convention indicates Pune. So, the IP is located in the Pune region only.
- However, you cannot classify this as "Central India", because it's not part of Azure as stated above.
