How is it I have a docx file in my Documents Dir I can't access

I was cleaning up my documents directory and came across docx file. When I try to open it with Word I get the message "Word cannot the document. user does not have access privileges" This is a file I created although some time ago 2016. I have full control according to the document properties. I cant open it copy it delete it nothing works. I am a administer on my PC. This really has me puzzled.

Are you looking at the NTFS security permissions? What about the folder permissions? Can you open the file with notepad? You won't be able to edit the file, I just wanted to see if you could read the data.
