SBS2011 Maximum RDS Gateway Concurrent Users

Question

We have a domain that began with an SBS 2011 server and now is mostly server standard 2008 R2/2102 R2/ 2016

The servers that operate the remote desktop gateway service are 2008 R2

We seem to be hitting a maximum concurrent user limit even though we have many CALs for RDS of about 30

We have more than one RDS gateway server but the issue persists.

Is there some domain wide SBS blanket block on over 25/30 users?

Can we remove it now the SBS server is gone?

yes.SBS2011 can be only actted as DC and with full FSMO ,meanwhile the domain user number is limit to 25.

2.Can we remove it now the SBS server is gone?
yes.we can migrate sbs2011 to server 2016/2019 standard version .after we do migration successfully,we can remove SBS 2011 server?
