New Folder creation inside a folder but not in root directory

Summary - Disabling of New Button in the parent root directory

As per the above summary, below is the screenshot for the issue

As we can see below screen by opening any of the library, we are getting the new button. Under “New Button” they need to disable Folder creation because our system is creating the folder with meta data.

Using Advanced Settings, we have restricted the Folder option from “New” button, however customer wants to create folder inside parent folder.

Navigate to Site > Site Contents > Library > Library Setting > Advance Settings > and disable the folder creation by selecting “No”

Please provide any alternative solution to give provision to users to select and create sub-folder inside parent folder.
