Vscode: cannot create publisher profile

I keep getting the following error TF400898: An Internal Error Occurred. Activity Id: 07192427-dd27-4335-9d3e-cb5a3b693650. in the publisher creation page https://marketplace.visualstudio.com/manage/createpublisher?managePageRedirect=true

The error is a TFS related error. You may check following aspects:

1. Whether the TFS(server) is out of disk space.
2. Check this blog to see if it helps.
