In Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\StuckRects3 I am trying to change the value under FE to 01 in order to move my taskbar on the top of the screen. No matter what I try after rebooting the value changes back to 03. I am on the latest version of windows 11 without the insider program.

I have the same issue. Untile the last update the TAskBar on Top option was available.
It is mandatory also for me that that option will be again available

This method is not a supported way and this option is not available in Windows 11.
I advise you to open start and search for feedback and open the Feedback Hub app and request this feature to become available.
