Dear experts,
Is there any way that we can create GPO for all our users on their desktop to display both Software Center and Configuration Manager (the icon under Control Panel)? Furthermore, we need the flexibility that users are allowed to delete these shortcut if needed.

Hi Eaven,
You can explore the Group Policy preference and set the shortcuts via the files and if you want users to delete the shortcut you can apply additional checks to update the shortcut. Follow the article from our MVP on this process in GPP.

Thanks for your comment, that's the key point and led to my question - How can I apply additional checks to update the shortcut? The goal is to allow those non-admin users to delete the shortcuts if needed, without prompting permission denied.
I will run some test though.
GPO GPP will carry out the checks if the shortcut is there it will update it otherwise ignore it and for new users it will create if the shortcut does not exist, User will be able to delete it but at the next GPO update or restart it will reapply the settings. So test the settings and see which one is acceptable in your scenario.
