While clicking on "Create Customized model", I am unable to view any "Base Model" for selection. It says "No models are available. Please check your access or try again later"
Please note that I am able to use model deployments in the playground. There is no access issue.

Hi, also note that East US and West Europe are currently unavailable for new customers to fine-tune due to high demand. Check out the following page: https://learn.microsoft.com/en-us/azure/cognitive-services/openai/concepts/models#model-summary-table-and-region-availability

This is likely because your subscription has not been enabled for fine-tuning. You can request this by opening up a support ticket in the Azure portal or by filling out the form in the onboarding email you received.

Would be nice if the error message from Microsoft actually stated that the subscription is not enabled for fine tuning !! Lousy error message.
