forwarding rule on cloud MBX#2 => on-premise MBX#3 works okay
forwarding rule on cloud MBX#1 => cloud MBX#2 => on-premise MBX#3 does not work (MBX#2 receives the forwarded mail from MBX#1 but MBX#3 does not receive the forwarded mail). Is it a normal behavior or there is way to achieve an email forwarding chain?
What does message tracking show?
It is a feedback from user. I have not setup all the accounts to test. Is it by design this multiple forward is prohibited to prevent forming potential long email forward chain or looping. I think that is reasonable but just want a confirmation.

Have you received an NDR report? After testing, due to the restrictions of the spam policy, by default, it is true that external messages cannot be forwarded, and you can adjust the default spam outbound policy to forward external messages:
Access to Security & Compliance admin center > Threat management > Policy > Anti-spam > Outbound spam filter policy > Turn on Automatic forwarding

I test in the environment: forwarding rule on cloud MBX#1 => cloud MBX#2 => on-premise MBX#3 works okay
You will need to provide an NDR report or message tracking log to analyze if you have problems with your configuration.
There is no NDR report received. The message trace showed that email was forwarded from MBX#2 to MBX#3 but not from MBX#1 via MBX#2 to MBX#3.
There is no NDR report received in any accounts and no message trace for cloud MBX#2 => on-premise MBX#3. How to proceed next?

How do you configure forwarding rules? Configure forwarding rules in outlook or configure user forwarding rules in EAC? If it is a rule configured in outlook, then the user needs to open outlook, and if outlook is not left open, it may fail to forward.
The forwarding rules were configured in outlook and the outlook clients opened during the test. How about your successful test case? Are you using outlook configured rules?
I tested in EAC and it works, I will test in outlook.
I added the rule in outlook client and also see the rule in OWA. Is it a server side rule then?

The forwarding rules configured in outlook are different from the forwarding rules configured in EAC. I tested in outlook and the results are the same as yours. Moreover, cloud MBX#1 => cloud MBX#2 => cloud MBX#3 does not work you may try to configure forwarding rules in the EAC to see if you could forward emails.
