Azure Data Factory, Private Managed Virtual Network - Integration Runtime stuck (Limited)

Trying to set up a DataFactory pointing at a private / VNet Storage Account as a target. Upon creating the factory the AutoResolveIntegrationRuntime (and indeed any manually created runtimes) get stuck at Running (Limited). The status shows:

Running (Limited)  
Data movement, interactive query, pipeline and external activities: Succeeded  
Dataflow: Failed  
IRs can take 15 minutes to be ready for dataflow from the time they are created.  

Repair doesn't seem to help. Running in a supported region (UK South). Is there any logging or similar for the Integration runtimes? None of the available Data Factory logging appears to target them.

Creating a public Integration runtime appears to work fine, and comes up "Running" without issue.

    Hello @BenJ ,

    Thanks for the question and using MS Q&A platform.

    I was able to see the same behavior with Azure IR with Managed Vnet (West US) enabled when it was created initially, but after few minutes the status of those IR changed back to Running from Running (Limited). Seems like it takes few minutes to be fully available and running.

    Could you please confirm if you are still facing the issue on your end? Or is it auto resolved? In case if you are still experiencing the problem could you please share your Data factory region and the IR region so that I can double check on my end and involve the relevant product team as needed.
