Report Builder .NET Issue

The latest version of Report Builder requires .NET v4.6
When I download and try to install is says I do NOT have .NET v4.5 (which according to MSFT is no longer in support).
So WHY do I need v4.5 to install Report Builder is the pre-reqs clearly states v4.6??

    Hi @Gary Paquette
    This is probably because you didn't install the report builder as an administrator. You can try running the command line statement as an administrator.
    msiexec /i ReportBuilder3_x86.msi /quiet
