Virtual network gateway client doesn't install on Windows 11 ARM

Hi
My customer bought a new MAC pc. He installed Parallels and Windows 11 ARM version due to the restriction imposed by the new kind of MAC processors.
He needs to access on an AZURE Virtual network gateway trough VPN client with the Windows OS but i can not install the client downloaded from azure portal because in Windows ARM OS there is not some system file like csmtp.exe. How can i setup the VPN without the installer or how to use the vpn client installer on that kind of windows OS?
The VPN is a Generation 1 SKU Basic VPN
That is the error i receive when i try to install the client downloaded from Azue site:
Error creating process <cmstp.exe /s /su /ns 61a60069-795d-4278-992e-fc1aa2b1d0c9.inf>. Reason: Impossibile trovare il file specificato.

I have the same issue as original poster reported. I tried to configure the Azure VPN Client as suggested. I am using Certificate authentication. However I get the following error when trying to connect. "Server did not respond properly to VPN Control Packets. Session State: TLS handshake in progress". Is there any updated guidance to get a P2S connection working on windows 11 ARM?
