Unable to "Set up your Microsoft 365 E5 instant sandbox"

Question

I have enrolled to the Microsoft 365 Developer program.
I try to "Set up a E5 365 subscription" -> "Set up your Microsoft 365 E5 sandbox" -> "Set up your Microsoft 365 E5 instant sandbox" -> "Add phone number for security"

The "Add phone number for safety" fails and show this message:
"We're unable to send the code to that number. Please provide a valid cell phone number and try again. MS-CorrelationId: ...."

I'm in Norway/Europe.

Are there any limitations to location or my subscriptions that may hinder registration?
