Error when trying to create a VB Window Form Project

Question

I have installed Visual Studio 2022 and I am using Visual Basic. When trying to create a Win Form app and upon clicking Create....I get the following error

Failed to launch design tools server process

Any help would be appreciated the user has all rights to the listed directory

Can you provide the path to the project file that you're trying to create the form in? What version of .NET are you targeting?

Go to Event Viewer and look for any log entries for DesignToolsServer.exe and post them please.

the user has all rights to the listed directory.

Can you double confirm that the user does have these rights(Right-click that folder > Properties > switch to Security tab > Edit > select the user account > Check the Permissions for SYSTEM list and make sure that Read & execute and Write permission has been assigned)?

Besides, does run Visual Studio 2022 as administrator work?
