Is BGInfo 4.31 officially compatible with Windows 7 ?

Hello,
I am posting this message in order to confirm whether or not BGInfo version 4.31 is compatible with Windows 7, despite the page is mentioning Windows 8.1.
Indeed, despite version 4.28 is working perfectly with Windows 7, I was just wondering the reason why version 4.31 is not compatible (errors related to AppLocker displayed on the generated background whereas this feature has not been configured).
