If you can open the code file through clicking on “.vb” file, you can right-click in the code editor and select “View Designer” to open the designer window.
If it doesn’t work, please share us more details.

I can find files like ".vb" and ".rex" in the solution explorer.
Perhaps there should be a ".cs" here, but I cannot find it.
If I click on ".vb" I can see the code.
Running or debugging will run the program with the Window form I have created so far.
Maybe you should show some pictures.
Did you also try restarting Visual Studio?
