Hello, I installed a 5 User RDS CAL on my 2016 Server a few months back and I am now getting an error stating: "...There are no Remote desktop License Servers..." When I run the RD License Diagnoser it indicates there are no problems found. When I look at the RD Licensing Manager I see:
Could the Windows Server 2000 be taking over and causing the time bomb?
Any Ideas on how to fix the issue? Is it safe to remove the per Device CAL?

Hi,
Any reason you have 2 Licenses Per Device and Per User on the same server? Not recommended to have on the same server, you must set the License mode to Per user in RD Session Host Configuration (tsconfig.msc) if you have purchased User CALs.
If you have activated the license server and Licenses are not utilised you can try refreshing the registry keys:
Here's how to reactivate the RD Licensing server, perform the following procedure on the RDSH servers.
Open the Registry Editory and navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Terminal Server\RCM.
On the Registry menu, select Export Registry File.
Enter exported- Certificate into the File name box, then select Save.
Right-click each of the following values, select Delete, and then select Yes to verify the deletion:
Certificate
X509 Certificate
X509 Certificate ID
X509 Certificate2
