Minecraft server IP

Question

Hi guys, I have a minecraft server set up and it works, my brother who lives 30 mins away from me can join it fine, I am using SKY broadband and so is he. But when my cousin tries to join it doesnt show, he is using virgin media. this also happens for my friend using virgin wifi, does anyone know why someone using a different broadband cant join?
I have tried Ipv6 and ipv4
IPv6 works for my brother that is also using SKY, but ipv4 does not
