Hi! I try to create app service plan and got this error "App Service Plan Create operation is throttled for subscription .... Please contact support if issue persists."
I have created 1 resource group in Japan East Region with only 1 Azure Database for PostgreSQL flexible server B1ms.
Now I can not create app service plan.

The 429 error occurs when you have too many deployments/failed deployments of an app service plan within a short period of time. This causes the system to throttle any additional deployments for the next 48 hours. This limit is per region, which is why you were able to use other regions or subscriptions.
If this occurs, you will need to wait 48 hours to complete a deployment in that region or contact support to see if they will remove the throttle.

2022-09-07T04:33:48.59+00:00 @Mor Dev Thanks for your response. To understand better before creating the app service plan you have deleted the existing app service and app service plan and later you have tried to create a new app service plan?
Also, have you tried to multiple times to create app service plan even after failing to create the app service plan? If yes, then this is an expected behavior since there were multiple failed deployments of an app service plan within a short period of time. This causes the system to throttle any additional deployments.
However, if you had not submitted a number of requests in a short span of time, and still got this error please reach out to support so that can analyze the issue with the subscription around that time and find the cause

"App Service Plan Create operation is throttled for subscription e61f2058-8c9f-4f13-929c-7527c299df36. Please contact support if issue persists."
