Windows Web Credentials are showing up that are unexplained, contain urls that are technically not URLs but strings of data keys or hashed pashwords associated with them
Does the account refer to any services, or can I safely delete it?

As I understand it from the explanation, I can safely delete Windows Web Credentials, but in the Windows Credential, I also observe unknown accounts. For example, incomprehensible SSO_POP... or DriveFS... as well as several "TERMSRV..." windows credentials. If you look at the IP address, it displays some unknown to me companies, such as TELENOR A/S ; Internet tehnology ltd. Professional Internet Services (JSC RTCOMM.ru)...
