I am not eligible for an Azure free account?

So I claimed my github education free "Dev Essentials" offer. And it offers "Combine $200 free credit along with the 12-month free services to experiment in your own personal sandbox for dev/test"

But after clicking claim and signing up, confirming my phone number and identity using my credit card. It says "You're not eligible for an Azure free account"

Any idea why?

    Has your credit card been used before, it can't be used to signup to a free Azure subscription twice?

    If your a student, you can look into Azure for Students, which doesn't need a credit card: https://azure.microsoft.com/en-us/free/students/
