Unable to install Azure Backup Agent

After upgrading a Domain Controller from Server 2012 to Server 2016 I am now unable to reinstall the Azure MARS agent for backup. I have tried a reboot of the server uninstalling and reinstalling the "Windows Server Backup" feature. Completely removing all refference to the MARS agent including folders and registry enteries. I have aslo tried the below commands to try and clean up the OS:

DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannow

I have also checked permissions of "SYSTEM" on the folders specified to install the agent too including trying different install locations.

    Same thing, when you right-click the installer and run as Administrator?

    Hi,

    Usually the SYSTEM account does not have Full Control permissions on the folder that you are trying to install the Windows Installer package to so you get this error. Also check if the location of the Windows Installer package to is encrypted?

    Any GPOs that could be applying security permissions for locking down the registry? Also try downloading latest version of the backup agent from the link provided.

    If nothing works I would suspect the upgrade process caused some issue with the Server.

    Unfortunately, I have tried the above and this has not helped. Additionally, during the installation I see both of the below CMD boxes appear:

    Yes it seems the previous installation or configuration from the upgrade is causing conflicts, can you see if there are any references of the MARS agent on the server? I am afraid if everything fails you will have to raise a ticket with Microsoft to carry out detailed investigation on this.
