How to merge same name equivalents in devops

Is it possible to create and merge a link service or trigger that is currently in the master branch with a branch that was created before the link service or trigger was merged into the master branch, all the same link service or trigger that is currently in the master branch?

Or, if I need something in the master branch in the middle of development as well, is there any better way to do it other than creating a new branch?
