Windows 10 local login failed and have error: "The number of connections to this computer is limited"

Hi Support,

We have a physical Windows 10 machine which failed to login locally (not RDP). It show error screen "the number of connections to this computer is limited and all connections are in use right now".

It can login by using safe mode. We tried to remove all driver and stop all startup application but problem still occur. We also tired to add a registry "MaxConnectionsPer1_0Server" and "MaxConnectionsPerServer" but no luck.

Any idea?
